The organizational structure of local government units throughout the country is basically the same. These are patterned in the provisions of the Local government Code (RA 7160). At present, the total employee force of the municipality is 103, consisting of 12 elective officials, one co-terminous, 68 permanent positions, three temporary and 19 casual employees.

All departments have been fully complemented with competent personnel of different employment status consisting with field, technical and administrative functions. Reports are directly responsible to the municipal mayor as executory offices of various implementations sanctioned by their corresponding assignments.

The Municipality of Pandan, Antique is a Civil Service Commission accredited Local Government Unit (LGU) as per CSC Resolution No. 982780 effective January 1, 1999. The mayor is the authorized official to appoint employees and workers and approve the same furnishing only the commission of the copy of approved appointment being attached to Report of Personnel Actions (ROPA) and being submitted to the nearest Civil Service Field Office within 15 days of the succeeding month. In short, the municipal mayor has been vested with the authority to act as the representative of the commission within his area of jurisdiction. The availment of said accreditation was through the conduct of regional audit and inspection by the CSC regional office audit team on the personnel actions and records of this municipality through the efforts of the Human Resource Management Officer.

The Gerry Roxas Foundation of Roxas City has provided various training towards participatory local governance, private sector involvement and finally the public service excellence program envisioned at client-oriented function and organized service to the people of Pandan.

Pandan has organized the municipal government that conforms with the required departments as prescribed by the Local Government Code (LGC) to the limit of the capacity of funds per offices and considering the services/needs of its constituents. All duties, functions and responsibilities of these different offices conform to provisions of the LGC.
