Recruitment and selection of personnel are done through proper screening and based on the qualification standards as set forth for civil services employees. This is as far as career and permanent positions are concerned. Promotions are also guided by a set of qualification standards and a system of ranking which guides the management of personnel management. A selection Board of the municipal government handles these functions. The municipality has set up plans for a continuing program of upgrading the values, skills and attitudes of its personnel geared towards better governance and efficient and effective service delivery.

There is a total of 120 career and non-career positions in the local government. Under the career positions, there are 100 positions authorized by the Department of Budget and Management, of which 85 are filled-up and 15 are vacant. Of the filled-up positions, 68 are occupying permanent status and three (3) are in temporary status. In the non-career positions, 12 are elective and one (1) co-terminous (see Table Ad — 1). As to the educational attainment of personnel, 77 graduated the bachelor's degree, 14 are high school graduates and two are elementary graduates.
