The municipality has its own legislative body at the municipal level, the Sangguniang Bayan. It is composed of the Municipal Vice Mayor as the presiding officer, the elected Sangguniang Bayan Members, the president of the municipal chapter of the Liga ng mga Barangay, the president of the Pambayang Pederasyon ng mga Sangguniang Kabataan. The Sanggunian Bayan as the legislative body of the municipality, enacts ordinances, approves resolutions and appropriate funds for the general welfare of the municipality and its inhabitants. They properly exercise the corporate powers of the municipality pursuant to the provisions of the Local Government Code.

The Secretary to the Sangguniang Bayan takes charge of the secretariat services for the sanggunian. He/she attends meetings of the sanggunian, keeps a journal of its proceedings, acts as safekeeper of the seal of the local government unit, and affixes the same with his/her signature to all ordinances, resolutions, and other official acts of the sanggunian.
