Ecological Solid Waste Management

Pandan, Antique - Presently the pressing issue faced not only abroad but also locally is how we can protect our environment. The issuance of Republic Act 9003 otherwise known as Ecological Solid Waste Management (ESWM) Act 2000 puts LGU in charge in addressing and managing their own solid waste. With this Pandan MPC has been identified.

Year 2004 was focused on consultative meetings on the big issue of the “Basura” of the municipality of Pandan…

The result of various consultations is a Memorandum of Agreement signed on January 2, 2005 between LGU and Pandan-MPC.

In the Memorandum of Agreement LGU shall:

Ecological Solid Waste Management

  1. Provide the necessary financial support for the program:
    • Salaries and Wages of personnel involved in the Ecological Solid Waste Management Program of Pandan
    • Expenses for the conduct of trainings and orientation to the barangays covered
    • Publication (streamers, leaflets)
  2. Provide personnel to handle waste collections in accordance with the program:
    • MRF Operator
    • Eco Aide Assistants
  3. Provide necessary laws and ordinances and enforce the same
  4. Provide funds necessary for the operation of the ESWM Program based on the project proposal submitted to LGU
  5. Provide the necessary engineering services to the program
    • Identification of MRF site
    • Construction of MRF and provision of supplies and maintenance of the facilities for 2 years
    • Provide shredder machine with complete accessories
    • Identify demo farm for sample application of organic fertilizer
  6. Recommend/Endorse the project proposal of the partner to any funding agency for grant

Pandan-MPC shall:

Ecological Solid Waste Management

  1. Implement the 3Es (Education, Enforcement and Entrepreneurship) component of the program
    • Posters
    • Barangay orientation
    • Flyers
  2. Manage the collection of waste in all barangays covered by the project
  3. Manage MRF 1 and 2 of the Program
  4. Handle the Organic Fertilizer Production aspect of the Program; and
  5. Manage the recycling and marketing component of the program

As a pilot implementation, it cover 4 barangays — Baybay, Centro Sur, Centro Norte and Carmen.

For 6 months of operation three (3) LGUs of Antique, Tibiao LGU, Barbaza LGU and Sebaste LGU visited our Material Recovery Facility Site to gather insights and learnings on the implementation thru partnership.

This partnership of implementation is only found in the municipality. This is the first in the province of Antique.

Pandan-MPC believes that there is money in BASURA… Initially it earns a very minimal income… sooner it will earn more if the solid waste diversification trainings will be implemented through vermi composting and organic fertilizer production, what more, it can help our farmers ease their problem on high cost of inorganic fertilizer.
