Antique wins ECD National Best Service Provider Award

Pandan won the ECD Best Performing Local Government Unit

San Jose, Antique — The province of Antique recently won the Best Service provider Award for two categories in the national search for best implementor of Early Childhood Development Project (ECD).

Rodita A. Elizaga, Midwife from Culasi and Eulalia Pelingon, Child Development Worker (CDW) from Tobias Fornier won the national award for Best Rural Health Midwife and CDW respectively during the awarding ceremony held recently in Makati City.

Elizaga and Pelingon are among the 5 provincial winners in various categories of ECD implementation. Other provincial winners are Evangeline Virgo of Bugasong for Best Day Care Worker and Elizabeth Cebu of San Jose for Best Day care Mom. The municipality of Pandan won the ECD Best Performing Local Government Unit.

The Province of Antique according to Rebecca Hope Lotilla, Social Worker ECD in charge, has been implementing the ECD project since 1999 funded by the World Bank with counterpart from the Local Government Units (LGU). The awarding of best service provider is in recognition of the efforts of the LGUs in implementing the program at the same time culmination of ECD program.

The source further disclosed that ECD is implemented in only 8 municipalities in the province. These are the towns of Culasi, Sibalom, San Jose, Hamtic, Tobias Fornier, Bugasong, Pandan and Patnongon. ECD support are in the form of technical, financial and supply assistance to day care centers, supervised neighborhood play areas, house of day care moms and health centers.

Criteria for the best Performance Award are based on its responsiveness in terms of meeting the needs of the beneficiaries in program areas, sustainability in terms of establishing local social infrastructures through passed ordinances, local development plans for children resource networks and pioneering innovations and strategies with documentation. Records management and database is also part of the criteria with program effectiveness in terms of integrated services in health, nutrition, psychosocial and early education.

Fund utilization report showed that ECD implementation in the province has summed up to P40.9 million covering 8 municipalities. Supplies and materials for program components has P33.1 million, equipment - P4.6 million and food supplements for children has a total of P3.3 million.

Early Childhood Development Project is a flagship program of the Department of Social Welfare and Development and Local Government Units in meeting the needs of children 0-6 years old. This is in line with the government’s commitment to bring forefront the agenda of children in fulfillment of their rights. (PIA)
