• Water
  • To provide adequate water supply facilities in the municipality
  • To look for other potential water sources
• Power
  • To work for the energization of all barangays from 2003 to 2012
  • To make representations for the improvement of the services of AKELCO and the National Power Corporation within the locality
  • To make representation to concerned agencies for the rationalization of electrical rates
• Health
  • To upgrade manpower and health facilities and improve delivery of health services
• Tourism
  • To enhance the existing eco-tourism program of the municipality
  • To formulate and implement sound eco-tourism policies, rules and regulations
  • To source out and/or generate funds for eco-tourism development
  • To implement sound environmental management programs such as ecological waste management, watershed rehabilitation, and forest and wildlife protection
  • To improve existing tourism infrastructure and utilities
  • To develop alternative livelihood projects for the communities
  • To enhance eco-tourism promotions and marketing program
• Housing
  • To implement Socialized Housing Projects (SHP)
  • To improve the housing condition of the people of Pandan
• Industry
  • To increase investments from the present 20% to 70% by the end of 2005
  • To attain a 50% increase in local employment by the end of 2005
• Education
  • To improve academic performance in all subject areas
  • To provide learning facilities that will enhance academic performance
  • To up-grade, re-train teachers on the effectiveness, strategies and techniques in quality education
  • To admit pupils in elementary level and to provide school in every barangay
  • To increase all performance indicators and decrease drop out rates
• Commerce
  • To develop a commercial business district responsive to the growing needs of the increasing populace
  • To develop the public market as a viable source of local income
  • To hasten the flow of commercial activities and supply of commodities within and outside of the municipality
  • To enter into joint ventures and other cooperative arrangement with the private sector
• Agriculture
  • To increase productivity by 30% and maintain rice sufficiency as well as in feed grains to support the livestock industry and sufficiency in freshwater and marine fish products
  • To intensify the production and improve quality of crops and marine products that can be locally produced through promotion of cost effective technologies conservation and management of natural resources base
  • To provide accessibility to resources, support services and rural infrastructure needed in increasing the income levels of farmers and fisher folks
  • To enhance the formation of organizations and cooperatives for better access to resources and marketing and institutionalize linkage between and among LGU, DA, NGO, PO and Private sector and other government agencies
  • Empower ARC's to become self-reliant and sustainable communities
• Social Services
  • To construct a permanent and concrete Day Care Centers in barangays with a temporary center through the Early Childhood Development (ECD) Project
  • To change the status of appointment of 28 Day Care Workers from casual/job order to permanent
• Transportation
  • To maintain good condition of roads and bridges in the whole municipality
  • To construct additional roads to meet the standard requirements by end of year 2012
  • To construct additional bridges and spillways
  • To identify and develop an area near the public market that will serve as the transportation terminal of the municipality
  • To be able to formulate a comprehensive plan for the Drainage and Sewerage System in the urban area
  • To construct a Drainage System Facility by the year 2005
  • To develop policies and ordinances for the management of traffic flow and terminal usage
• Communication
  • To expand coverage of telephone service outside of the poblacion
  • To provide Cellular Mobile Telephone System in the municipality
  • To provide Internet service in the municipality
  • To set-up public calling offices in selected strategic barangays in the municipality
  • To relocate the postal office in the municipality
• Protective Services
  • A well developed office, responsible and honest personnel, high performance equipment and meeting the projected police to population ratio
• Sports and Recreation
  • To provide the population basic knowledge and skills in the different type of sports
  • To provide adequate sports and recreational facilities in majority of the barangays
  • To organize amateur sports programs/activities to develop a healthy and alert Filipino youth
  • To divert the leisure hours of the youths into a wholesome activity instead of indulging into other non-productive activities
• Drainage and Sewerage
  • To plan, implement and maintain an efficient and effective drainage and sewerage system for the municipality
  • To allocate funds for the maintenance of drainage and sewerage system
  • To enhance the awareness of the communities affected regarding the causes of flooding and how these can be prevented
